Can I control the stair and staircase area heating system and downpipes and gutter heating system with one thermostat?

A thermostat can control two independent heating systems with microprocessor ETO2-4550, it will control the staircase and ground heating according to ETOG-55 ground sensor. It will control downpipe and gutter heating according to ETOR-55 humidity sensor and ETF744 / 99 outdoor temperature sensor.
